performing government departments based on their performance over the
past year.
The rankings follow the launch of the government’s bureaucracy
elimination and reduction initiative at the end of 2023. Sheikh Mohammed
stated in a social media post that, “We launched an evaluation to assess the
responsiveness of these entities, ensuring better services, higher efficiency,
and an easier life for people,”.
Top and Worst-Ranked Departments
Sheikh Mohammed recognized the Department of Justice, Department of
State, and Department of Energy and Infrastructure as the top three
entities, commending them for excelling in their efforts to cut bureaucracy.
HH praised their commitment to efficiency and improving public services.
However, the Emirates Post, the Pensions Authority, and the Ministry of
Sports were ranked as the worst-performing departments in terms of
reducing bureaucratic hurdles.
Addressing these entities, Sheikh Mohammed stated that inefficient
bureaucratic systems can be reformed with bold, swift decisions. HH
emphasized the need for “thinking outside the box” and criticized how
bureaucracy often complicates simple tasks, where “procedures outweigh
outcomes, paperwork takes priority over services, and rules restrict
innovation.”
A history of Govt Performance Reviews
This is not the first time Sheikh Mohammed has publicly assessed and
ranked government entities.
In 2020, the UAE launched the ‘UAE Mystery Shopper’ app to measure the quality of
government services.
In 2024, Sheikh Mohammed called out three managers for blocking public access to
their government offices, violating the UAE’s open-door culture.
In 2023, the Dubai Ruler reviewed the UAE’s customer satisfaction ratings and ranked
the best and worst government services.
In 2021, he announced the top and worst-performing government service centers.
In 2019, the Fujairah Federal Authority for Identity and Citizenship center was named
the best-performing entity, while the Emirates Post Al Khan Branch in Sharjah was
