Regulatory and Licensing Sector partners with Dubai Future
Foundation to drive innovation in delivery and logistics
The Regulatory and Licensing Sector of the Postal Sector Regulatory Committee has entered into a strategic partnership with the Dubai Future
Foundation to provide a secure and dynamic testing environment for emerging delivery models under the Sandbox Dubai initiative.
The collaboration, signed during the recently concluded 28th Universal Postal Congress – Dubai 2025, reflects a shared commitment to
preparing the UAE’s postal and logistics ecosystem for the digital economy, while fostering a balance between innovation and regulatory
compliance.
The initiative will allow real-world testing of new delivery models, offering insights into market readiness and operational sustainability. This aligns
with the Dubai Economic Agenda D33 and We the UAE 2031 vision, further strengthening the UAE’s position as a global pioneer in government
and economic innovation.
Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and Licensing Sector, said:
“Through this collaboration with Dubai Future Foundation under Sandbox Dubai, we aim to shift from reactive to proactive regulation. By testing gig
economy delivery models, we ensure our policies keep pace with technological change while creating an open environment that supports
innovation and creativity in the UAE.”
Khalifa AlQama, Director of Sandbox Dubai at Dubai Future Foundation, added:
“The collaboration will focus on advancing the innovation and regulatory ecosystem for delivery services. By working with technology companies
and entrepreneurs, we aim to develop unconventional solutions that enable the postal and logistics sector to adopt the latest smart and sustainable
delivery technologies.”
The partnership positions the UAE as a global benchmark for smart governance, showcasing how gig economy delivery models can be tested,
scaled, and integrated into regulation in real time. It also reinforces the UAE’s role as a hub for policy innovation and agile governance, echoing the
Universal Postal Congress vision: “Leading the Change, Creating the Future.”
