The collaboration, launched under the Sandbox Dubai initiative, will provide a dynamic and
secure testing environment for emerging delivery models.
Aligning innovation with regulation
The initiative aims to prepare the UAE’s postal and logistics ecosystem for the demands of the
digital economy.
By creating a regulatory environment that encourages creativity while maintaining market
safety, the project aims to ensure that innovative delivery solutions can expand nationwide
without interruption.
Central to the partnership is the testing of the gig economy and technology-driven delivery
models in real-world conditions.
These trials are designed to provide valuable insights into market readiness, sustainability, and
regulatory requirements, aligning with both the Dubai Economic Agenda D33 and the We the
UAE 2031 vision.
A shift to proactive regulation
Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and
Licensing Sector, explained the significance of this step, “Through this collaboration with Dubai
Future Foundation under the Sandbox Dubai, we aim to shift from reactive to proactive
regulation.”
“By testing gig economy delivery models, we ensure our policies keep pace with technological
change and market needs, while building an open environment that supports innovation and
creativity in the UAE.”
“For such progress, we actively partner with specialised organisations to bring global expertise
and practical solutions into our regulatory development.”
Driving entrepreneurial innovation
For the Dubai Future Foundation, the initiative is equally about fostering entrepreneurship.
Khalifa AlQama, Director of Sandbox Dubai, highlighted the opportunity to bring together
policymakers, technology firms, and startups, “The collaboration will centre on advancing the
innovation and regulatory ecosystem for delivery services.”

creative, unconventional solutions that boost the readiness of the postal and logistics sector.”
