building and partnership”

The Berne, Switzerland-headquartered Universal Postal Union (UPU), the United
Nations specialized agency responsible for coordinating and developing
international postal services, opened its 28th Universal Postal Congress in Dubai,
UAE, on Monday 8 September 2025.

Decision makers from the UPU’s 192 member countries convened this week and
next to set the UPU’s 2026–2029 strategy and shape the development of postal
services over the next four years.
