through advanced technologies and smart services. The opening session was led by Badr Al-Olama, with ministers and
officials from UPU member countries present.

Tariq Ahmed Al Wahedi was elected Chair of the 28th Congress, tasked with guiding proceedings according to UPU rules.
The first day saw approval of agendas and work programmes, setting up discussions on strategies and projects worldwide.

Over 2,200 participants attended in person or virtually, showcasing strong engagement.
