The event featured a ‘UPU Global Leaders Summit,’ where leaders exchanged ideas to shape future postal services. Al-

Olama stated: "The 28th Universal Postal Congress is an opportunity to set the tone for the next era of universal postal
services." He emphasised consensus-building and partnership as key drivers for progress across regions.

Masahiko Metoki highlighted unity within the postal community: "This Congress is our opportunity to ensure that every link
in our network is strong." He stressed building common solutions despite differing views or interests. The Congress aims to

adopt a new strategy known as the ‘Dubai Strategy’ for 2026-2029.

Future-Oriented Initiatives

The ‘Dubai Strategy’ focuses on service quality, inclusivity, digital transformation, and sustainability. Updates to postal
regulations and remuneration frameworks are expected. Elections for UPU’s Director General and other positions will occur

alongside decisions on updating postal products and fee mechanisms.

Tariq Ahmed Al Wahedi outlined ambitions for digital transformation through modern governance, smart infrastructure, and
partnerships. He said: "Our ambition is to accelerate the digital transformation of the global postal ecosystem through three

pillars." These initiatives aim to enhance service quality while reducing costs.

Commitment to Innovation

Al Wahedi added that collaboration with member states and partners would update exchange rules and support green
energy transitions. The goal is to improve customer experience and resilience in postal networks while fostering innovation
