            Council of Dubai, aims to identify and prepare top-performing employees for critical roles
            within government entities.

            The Executive Council Resolution No. (81) of 2024 mandates the implementation of the
            Succession Planning System across all government entities, excluding those on temporary
            contracts, special contracts, secondments, and retirees, according to a statement by the Dubai
            Media Office (DMO).

            The Dubai Government Human Resources Department (DGHR) has been tasked with
            developing and approving the necessary procedures, timelines, and templates to facilitate the
            system’s implementation.


            According to the resolution, employees are nominated for the succession planning process by
            their respective departments, in coordination with unit heads and with the employee’s
            consent.

            The nominations must align with the resolution’s provisions, procedural guidelines, the
            entity’s strategic and operational requirements, and Emiratisation policies, the statement said.


            The DGHR will be responsible for regularly reviewing the provisions of the resolution,
            recommending amendments, and submitting them for approval to the relevant authorities.
            The department will also monitor the government entities’ compliance with the system.

            The Succession Planning System is effective immediately, as per the publication of the
            resolution in the Official Gazette.
