Shaikha Al Nowais outlines vision to strengthen global tourism labor
markets during meeting with ILO Director-General
Meeting discusses development of strategic joint initiatives to drive long-term
productivity growth within the sector’s workforce
Geneva, 10 July 2025 – H.E. Shaikha Nasser Al Nowais, Secretary-General-elect of the UN
Tourism Organization for the 2026–2029 term, met with H.E. Gilbert Houngbo, Director-General
of the International Labour Organization (ILO), to explore collaborative strategies for enhancing
tourism’s role in labor market development and advancing sectoral growth across member states.
The meeting underscored tourism’s vital contribution to job creation and labor market stability.
Discussions centered on future cooperation to design joint initiatives addressing workforce
challenges specific to the sector, while balancing economic growth with social sustainability goals.
H.E. Shaikha Al Nowais said that modernizing the tourism sector’s operational framework is a
cornerstone of her strategic vision. She highlighted tourism’s unique capacity to generate high-
value employment and stimulate local economic development, particularly by upskilling national
talent and aligning their competencies with evolving global standards and industry best practices.
She said: “During the discussions, we explored concrete mechanisms to enhance collaboration with
the International Labour Organization, including the launch of targeted initiatives to address talent
attraction, retention, and workforce productivity, particularly among key groups such as youth and
women. We look forward to deepening coordination in line with both organizations’ sustainable
development priorities.”
The meeting also identified key areas for partnership, such as supporting member states in
improving tourism workforce efficiency by creating skilled local employment within destination
communities. Discussions also addressed the development of tailored training programs for
emerging economies, promoting tourism sectors grounded in the principles of decent work and
sustainable development.
