The Centre for e-Learning (CEL) was established at University Malaysia
Sabah in the year 2017 under the leadership of the Director Professor
Dr. Fong Soon Fook with the objective of upholding the vision of UMS
to become an innovative University of global standing. This was in
keeping with the strategic objectives of the ministry of higher
education, which was driven by the 10 strategic shifts, which
encompassed globalised online learning supported by technology
enabled learning, lifelong learning and holistic student experience.
CEL was instrumental in the planning, design and implementation of
several policy initiatives to support Technology Enabled Learning (TEL)
at University Malaysia Sabah.
The TEL policy was developed in collaboration with the
Commonwealth of learning (CoL), an international
intergovernmental organisation in 2018. This set the direction for the
development of TEL at UMS. The implementation of the TEL policy led
to a multiplicity of initiatives which included training for both
academic and support staff in their roles as TEL practitioners and
service providers respectively. The CoL facilitated the establishment
of the open educational resources repository at UMS which currently
serves as a platform for the publication of non-indexed content. CEL
conducted specific programmes on blended learning by inviting
international consultants to provide training and support to the
academic staff.
CEL has been instrumental in organising ongoing roadshows with the
objective of inculcating a culture of adopting technological
innovations to existing pedagogical methods. These roadshows are
conducted across all faculties, institutes and canters at the
commencement of each semester.
