Miscellaneous Provisions
Phone Rental
As a Consultant, you are entitled to receive reimbursement for the cost of your home or mobile phone
rental. This is stipulated in the 2008 Consultant contract under section 23. Subsection f) and is inclusive
of all types of the Consultant contract.
This reimbursement is not applicable to devices obtained for personal use.
Career Breaks
Career Breaks are an entitlement of all permanent HSE employees. They allow employees to take a
substantive period off work without affecting their pension entitlements. You may apply for a career
break for the following purposes:
1. Domestic
2. Furthering Education
3. Foreign Travel
The minimum duration for a career break is one year and the maximum is five years. You may be
granted a total of three career breaks which cannot exceed eight years altogether. After your first and
second break, you must serve, at a minimum, for a period equal to the time spent on a career break
before commencing another break. Exceptions may be made for extenuating circumstances.
Your employer does not have to grant your application for a career break. They may deny an
application should they believe the granting of such a break would not be in the interest of service
provision.
To apply, an application form is available through the HSE website – available here. This should be
submitted to your department head. You will receive a decision in writing.
If you have been granted a career break, you are required to provide a minimum three months’ notice
to your employer regarding your intention to return to work.
