The Value of Professional Development – A Little Nugget
In August when Dean provided training for Colorado’s Alternate Defense Counsel and Public Defender offices, he also
received continuing education in Body Worn Camera (BWC) evidence for Colorado based expert, former law enforcement
officer, Natasha Powers. One nugget Natasha described was learning from a CSP Trooper he had bought his own, because
CSP has not yet issued all of their troopers BWCs due to budget issues.
The next week Dean was giving testimony when the issue of BWCs and the importance was presented. Dean was asked,
in keeping up with current laws, if he was aware that “every law enforcement officer in Colorado - by law - is required to
be issued and wear their BWCs”. Recalling this, and some additional case cites from the seminar, he answered, "No, that
is not true." and the prosecutor gave a look of 'surely you don't know - ah ha!' and asked, “why is that?”. Dean responded,
“from a training curriculum just last week it was disclosed not all have yet been issued BWCs. The prosecutor then asked
if Dean would agree every large law enforcement agency in Colorado does. Again, Dean said, “no, the Colorado State
Patrol has not due to budget issues and some troopers are buying their own, and its the largest agency in Colorado.” The
line of questioning about BWCs stopped.
