It provides knowledge regarding designing, installing, monitoring, and maintaining an In-Building Public Safety Communications solution.Considerations are given to prerequisite knowledge and skills, such as model codes, rules, regulations, RF (Radio Frequency) theory, RF technology, project management, the establishment of confidence levels, and general methods and procedures for accomplishing tasks and program goals.In this handbook, you%u2019ll find sections describing general Emergency Responder Communication Enhancement System (ERCES) operation and the resources an organization needs to pursue ERCES opportunities. The remainder of the book is dedicated to describing the duties, tasks, and staffing skills necessary to define the project scope, evaluate the RF environment (before and after deployment), design the system solution, perform installation, acceptance testing, and finally implement the managed services of maintenance, monitoring, and repair dispatch support to ensure ongoing reliable operation.While some deployments will follow the sequence of steps above, many will not. Consider a situation where a new energy-efficient high-rise building is being constructed with a geometry that casts a public safety radio shadow over most of a neighboring structure. Upon AHJ evaluation of the adjacent building, they may request a new coverage solution be installed. However, newly constructed buildings have different activity coordination challenges than existing buildings when an ERCES system is installed. Construction projects often occur in phases, and so, too, building occupancy. Further, construction projects usually sequence the working trades, so installing infrastructure throughout a facility will likely require coordination with other construction activities. Therefore, it is possible that one section of a building is operational and in the managed-services phase of deployment, while another is undergoing acceptance testing, and a third is still having passive cabling installed.As will be discussed later, many of the tasks to be performed fall within an identified duty of the installation team, requiring staff of varying skill levels. While the chapters do represent the straight-line project path assumption, many projects are not quite so linear.Key Terms and Acronym ConventionsSome key terms related to in-building public safety communications systems are sometimes used interchangeably %u2014 or even incorrectly %u2014 by people in this industry. For the purposes of this handbook, we will standardize some of these terms.IB-PSC and ERCESAlso called ERRCS, Two-Way Radio Communications Enhancement Systems, and similar phrases. The solutions utilized to enable IB-PSC are referred to by various names in model codes and standards.
