Asystematic monitoring andevaluation (M&E) shall beimplemented for all research projects. Theevaluation
shall be based on the detailed action and financial plan as embodied in the approved research proposal. For the
purpose, prescribed M&E forms shall be used. The cumulative progress of the project shall be closely monitored to
ensure that project outputs and deliverables shall be attained on time as envisioned and scheduled in the research
proposal. Anintegral componentof the M&Eof ongoing andterminated researches shall be the conduct of a regular
R&DAgencyIn-HouseReview(AIHR)bytheUniversity.Thisshallbeconductedoncea year.The AIHR shallbe done
in coordinationwith the pre-AIHR reviews of the different ISUcampusesandclusters. Acampusmayopt to conduct
other reviewsasit mayseefit.
R&DManagementInformation System andMonitoringandEvaluation Unit
Directlyunderthe Office of theVicePresident,thisunitservesastheUniversityrepository ofdatarelated
to RDETactivities.Its functionsarethe following:
a. Provideprocessedinformationthat areusefulin therational planninganddecision-makingfor RDET
managementandoperations;
b. Plan,developandmaintainRDETinformationsystem for the University;
c. TrainMIS members incampusesonelectronicdataprocessingandmaintenanceofInformation
Technology(IT) facilitiesandequipment;
d. MonitorRDETprograms/projects/resources(proposed,on-going,and completedresearches;
abstractbibliographies ofcompletedresearches;technologiesgenerated,validated, verified,
pilot testedandcommercialized;andmanpower,equipmentandinfrastructure).
