Carmen García
Outreach Director - Economic Opportunity
Dallas Area Rapid Transit (DART)
Carmen García oversees DART's Economic Opportunity Outreach
Program by directing, coordinating and administering the agency's
minority outreach program as it relates to minority contracts and
D/MWBE vendors. She maintains programs relative to the needs of
the community. She develops and maintains external strategic
partnerships and serves as a liaison to major chambers representing
minorities, women and other groups whose goals include the development of
economic opportunities for minorities and women.
She is active in a broad spectrum of groups by serving on committees and participating
in organizational projects. The Houston native graduated from Dallas Baptist University
with a degree in public administration. García began her career in governmental affairs
with ARCO and later directed programs and special projects in the offices of the Texas
Comptroller of Public Accounts and the Texas Secretary of State in Austin. She returned
to Dallas to manage Ron Kirk's campaign office in his successful bid for mayor.
After the election, she opened her own business, ABRAC Consulting, specializing in
marketing, public relations and event management. Her relationship with the State
Fair of Texas was established at this point, when she took on the annual event as a
corporate client for five years. She continued her work with the State Fair for 12 years.
García sits on the boards of the Conference of Minority Transportation Officials Dallas
Chapter, Women In Transportation Seminars (WTS), Dallas Arboretum, Greater Dallas
Planning Council, and DART’s Executive Women’s Roundtable. She is Past State Chair of
the Hispanic Women’s Network of Texas and Hispanic 100.
Clifton Miller

Clifton Miller is founder and Managing Principal of Cemetrics, an
award-winning business process improvement consulting firm
enabling clients in transforming both selected processes and behaviors
to align with targeted business objectives and current and emerging
operating realities. Specializing in organizational
transformation/support, supply chain management and public policy support, the firm
helps clients resolve management challenges with a "next generation business model"
approach.
Prior to founding Cemetrics, Clifton spent 20 years with GTE bringing the creativity of
entrepreneurs to corporate operations. When the telecom company had a surplus of
networking planners and engineers due to consolidation, Clifton launched Network
Consulting Services (NCS), creating continuing employment for those surplus planners
and engineers. NCS was the first of three Intra-preneurial businesses started during his
career with GTE. He also served as Director Supplier Diversity Administration, Director-
Strategic Alliances, General Sales Manager-TestMark Laboratories for GTE Supply
Industry Sales and several other positions with national and international scope.
Cemetrics and Miller are the recipients of numerous awards including the prestigious
National Supplier of the Year award from NMSDC.
