Economic difficulty is not limited to those living below the Federal Poverty Line, and therefore it can be helpful to look at additional economic data measures for additional context. The Gini Index is a tool that looks at the relative distribution of income within a community and rates
it on a scale from 0-1, with zero meaning everyone in a community is earning an equal share of
the community’s total wealth. Meanwhile the closer the value gets to 1, the more likely it is that certain part of the neighborhood holds a disproportionate amount of the community’s wealth. Commonly, these communities have a great disparity between who can access services and
who has the greatest needs for resources and support.
