• Describe briefly that all personnel holding librarian position are qualified
Library personnel holding library positions are qualified since they are graduates of
Bachelor’s Degree in Library and Information Science and Bachelor of Science in Education/Arts,
major in Library Science. Their qualifications include Master’s Degree in Library & Information
Science (MLIS)/Master of Science in Library Science (MSLS). They are also passers of the Librarians
Licensure Examination (LEL) and Licensure Examination for Teachers (LET). Aside from their
educational qualifications, they also attend relevant trainings/seminars/webinars/workshops in
order for them to enhance their personal and professional skills which are very crucial in the delivery
of quality library services.
❖ BEST PRACTICES
• Librarians are encouraged to attend at least one seminar every year to update themselves
on issues and concerns related to library and information science.
• Librarians are very much available during noon break to assist and provide library services.
• Librarians are competent which is evident in their educational qualifications as shown in
the librarians’ profile.
• Librarians are approachable, flexible and accommodating.
• Librarians are innovative in delivering library services despite pandemic as manifested in
the library virtual service called “LiVRe” Assistance Program through their Library
Facebook page platform.
PARAMETER C – COLLECTION DEVELOPMENT, ORGANIZATION
AND PRESERVATION
❖ SYSTEM – INPUTS AND PROCESSES
• Institution’s Collection Development Policy
The Collection Management Policy Statement (Selection/Acquisition/De-selection) is
incorporated in the Library Operations Manual of the Isabela State University. Its objectives
include the following:
1) To select and acquire materials of contemporary significance and of permanent value. With this,
the library will always be guided in achieving a balance collection to support the curricular
offerings of the institution;
2) To provide technology of sophisticated instructional gadgets for faster information delivery
systems that is in line with the thrust on information technology; and
3) To preserve the collection and to keep them from harmful elements thus prolonging the
collection’s life span for more serviceable years.
It is further stipulated in the Collection Development Policy Statement that to keep the collection
updated, a regular selection process is done because of old editions or copies no longer useful maybe
