        Introduction

        Capital punishment is a penalty whereby the government sanctions death of the one
        who commits a crime.

        It is only the state that can authorize capital punishments. There are certain offenses
        for which capital punishments may be declared.

           •  The  offenses  for  which  capital  punishment  is  sanctioned  by  the  state  are
