The Executive Council was called Central Legislative Council.

The work could be distributed among the members.

Lord Morley was the Secretary of State for India.
Lord Minto was Viceroy of India.
Provinces were expanded.
It retained an official majority in the Legislative Council.
Provincial Legislative Council is non-official.
