ABSTRACT
Human resources are the most dynamic and valuable asset of an institution to achieve its vision,
mission, goals and objectives. Thus, any institution must find ways to maximize the potentials of
its human resources by implementing systems that facilitate, store, monitor and maintain data
and services. Integrating information technology in human resource management refers to
systems such as HRIS or e-HRIS which were studied to increase effectiveness and efficiency of
human resource management. To date, Human Resource Management operations and services in
Apayao State College is manual based there being no system or ICT developed software used in
HRM operations and services.Therefore, a Human Resource Information System for the HRMD
Unit is needed to greatly improve operations and delivery of services. This is the primary
motivation of the researcher to propose a study of developing an HRIS for Apayao State College.
This study will made use of mixed research design and conducted in both campuses of the
college, A.Y. 2018-2019. HR personnel, regular employees and IT experts were the participants
of the study. Data inputs for the system were gathered through structured interviews of HR
personnel and employees. Frequency and percentage is utilized in the participants’ profile while
ranking was used on the problems on current HRMD unit operations. The level of participants’
assessment of the current HRMD operations utilized weighted mean. Survey-questionnaire is
used to obtain IT experts’ evaluation on the extent of effectiveness of the developed system.
