Employee HSA Enrollment Process
Highmark’s HSA enrollment is automatic. Once the employee elects the Key Plan through ADP, the enrollment
information is sent to Highmark’s enrollment system, which then automatically starts the HSA account process with
PNC Bank.
Employees will be subject to the required CIP (Customer Identification Program) check under the USA Patriot Act.
All banks are required by Federal regulations to implement CIPs to prevent financing of terrorist operations and
money laundering.
The CIP uses the employee’s name, address, date of birth, SSN, Green card, and home phone to verify their identity.
In most cases, there are no issues verifying the data and the employee’s HSA can be set up without issue. In some
cases, employees may need to submit additional information to have their identity verified. PNC Bank will reach out
to these employees with the request.
Once the HSA is established by PNC Bank, employees will soon receive two documents: the welcome kit and their
PNC debit card for their HSA. You will receive two debit cards if you have a spouse enrolled. If you have dependents
covered over the age of 18, you can request debit cards for them through the online portal. Members can access
their HSA information through the Highmark member website at www.HighmarkBCBS.com. The online HSA User
Guide will walk the employees through their HSA options. For all other questions about enrolling in the Key Plan,
please contact Highmark Customer Services (Elite) (844) 637-5485. Employees will have direct access through the
Highmark portal. Employees can manage their claims, post-tax contributions, investments, etc. through the portal.
