Still watching the vote count
579,775 votes remain to be counted statewide,
15,200 in Fresno County
By Dick Sheppard
Sanger Herald
Late vote counting, according to a Nov. 21 update, hasn't made much difference in the results as far as city council and school board candidates and the school bond issue. Melissa Hurtado's lead has grown slightly over incumbent Andy Vi- dak in the 14th state senate district.
The biggest change is taking place in California's 21st congressional district where TJ Cox is now leading incum- bent David Valadao. The margin, as of the Nov. 21 update, was 50.2% for Cox and 49.8% for Valadao, a difference of 436 votes.
An estimated 15,200 Fresno County ballots remained to be counted as of the update, said Brandi Orth, county clerk and registrar of voters. An estimated 579,775 statewide bal- lots remain to be counted as of the update, according to the
Secretary of State's office.
The next and maybe final update will take place after the
Herald has gone to press.
Here are the results as of the Nov. 21 update:

council.
The council has a couple of options when it comes to
replacing Hurtado: It can appoint someone from council dis- trict No. 1, the district Hurtado represented; or, it can hold an election for voters in council district No. 1 in northeast Sanger.
Government Code section 36512(b) addresses the options available to the council to fill a vacancy:
"If a vacancy occurs in an elective office, the council shall within 60 days of the commencement of the vacancy, either fill the vacancy by appointment or call a special election to fill the vacancy. The special election shall be held on the next regularly established election date not less than 114 days from the call of the special election. A person appointed or elected to fill a vacancy holds office for the unexpired term of the former incumbent."
Election Code section 1000 establishes the regular election dates and the earliest one is on the first Tuesday after the first Monday in March of each odd-numbered year.
The next one doesn't happen until June.
If the council decides to go the election route and wants to get it done as soon as possible it will have to make a decision right away to have a shot at making that March date.

Pictures with Santa
Herald staff report
Just as soon as the parade is over on Saturday Santa will climb down off the fire truck and take a seat in his newly remodeled house in Brehler Square at the cor- ner of 7th and N streets in downtown Sanger.
Parents are invited to bring children by to have their pictures taken with the jolly old elf.
Santa will also be avail- able for photos from 6-7:30 p.m. on Dec. 6 and 12.
The photo opportunity with Santa is just one of the downtown activities available after the parade, said chamber of commerce president/CEO Tammy Wolfe.
There will also be an ice skating rink and train rides.

We hope you don't need them. But there's a lot of rain in the forecast. So, just in case, the city has stockpiled free sand and bags in the parking lot of the City Annex 1789 Jensen Ave., on the southeast corner of Jensen and Hoag Avenues.
Shovels, bags, and twine are at the site. However there is no one there to help. So you should be prepared to fill and load the sandbags yourself.
The limit is 10 bags per household.

nize by electing new officers for the commission. That usually occurs at the begin- ning, not the end of the year.
The "Housing Element" rezone is part of Sanger's effort to comply with Cali- fornia's housing element law which requiresSangerto find a total of 63 acres spread somewhere within the city limits that can be rezoned
to accommodate "afford- able"housing. Thezoning changes have to take place,
because California says so, even though there likely are no plans to build anything on the property in the near or maybe even in the distant fu- ture. The city is way behind on getting the rezoning done and if it doesn't comply soon withthelawitcouldpaya costly penalty in the form of lost grants with money that flows through the state on its way to cities.
