where a man and woman were inside. The officer then allegedly detained the woman and had her stand next to the patrol vehicle, as the woman was possibly intoxicated.
In a news release, the sheriff's office state that while Torrence inter- viewed the woman, he touched her against her will in a sexual manner.
"The woman realized this was an inappropri- ate behavior; fearing she would be further assaulted, she walked away to a well-lit busi- ness and stayed there until Officer Torrence left the area," the state- ment read.
Greg Garner, Sanger police chief, called the allegations "deeply dis- turbing" in a statement he issued July 7.
"Due to the criminal nature of the allegations, Officer Torrence's peace officer powers were sus- pended immediately, he was placed on adminis- trative leave and the in- vestigation was turned over to [FCSO]," he said. "The Sanger Police De- partment encourages anyone who has expe- rienced misconduct by law enforcement person- nel to file a report."
In a joint news con- ference with Garner on July 7, Fresno County Sheriff Margaret Mims said it's probable that Torrence's alleged mis- conduct isn't limited to the June 23 traffic stop.
"Based on his behav- ior and how blatant it was, we truly believe that there are additional victims out there," she said. "He portrayed a pattern or behavior that leads us to believe that

Sheriff's detectives believe there may be other victims who have had inappropriate inter- actions with Torrence, but did not file a report.
