 Bomb threat in south end of Sanger leads to arrest
Man, 2 juveniles accused in Oct. 23 Orosi murder

A member of a white supremacist gang was arrested the afternoon of Dec. 2 following a traffic stop in south Sanger, after officers discovered a homemade bomb in the backseat of his vehicle.
The man, Chris- topher Bandy, 30, of Madera was stopped for a minor traffic in- fraction when officers with the Sanger Police Department observed what appeared to be a rifle in his truck.

• An intoxicated male cut his hand on a bottle in the 400 block of Cali- fornia Avenue at 4:48 a.m.
• A non-injury traffic ac- cident was reported in the 200 block of North I Street at 10:52 a.m.
• A possibly intoxicated male with two kids in- side a store refusing to wear a mask was re- ported in the 700 block of West El Monte Way at 1:43 p.m.
• Vandalism to a vehicle was reported in the 1300 block of Malsch Strasse at 3:19 p.m.
• A report of multiple vehicles racing in a parking lot at 2200 East El Monte Way at 5:39 p.m.
• A single vehicle injury rollover accident was re- ported in the 8400 block of Avenue 406 at 6:41 p.m.
• A report of fireworks set off in the 700 block of Monte Vista Drive was received at 9:49 p.m.
County Sheriff’s Ex- plosive Ordinance Dis- posal Team or EOD to respond and safely de- stroy the device.
Once on scene, the EOD team safely de- stroyed the device. They did confirm it was made with explosive materials.
Bandy was charged with multiple felonies relating to an explosive device's possession and transportation. Bandy is a member of the Peck- erwood criminal gang, a white supremacist pris- on gang, and is current- ly on felony probation. He was booked into the Fresno County Jail.

• Officers responded to the area of Columbia and Cypress Avenues for a reckless motorcy- clist. Officers located the motorcycle and af- ter a short pursuit can- celed the pursuit due to the motorcycle driving in excess of 100 miles per hour. 12:04 a.m.
• A subject was con- tacted in the 800 block of East Evening Glow Avenue and arrested for an outstanding warrant. 4:45 p.m.

Homicide detectives with the Tulare County Sheriff's Office on Dec. 4 arrested three males; an 18-year-old Orosi man along with 17-year- old and 16-year-old ju- veniles, in connection to the Oct. 23 shooting death of an unidentified 54-year-old man from Guatemala.
Detectives arrested Fernando Hernandez along with the 17-year- old from Cutler and 16-year-old from New London for the killing, which initially was re- ported as a hit and run. The victim was found in

• The theft of a vehicle was reported in the 1500 block of South Reed Av- enue. 7:35 a.m.
• A subject was contact- ed at Myrtle and Frank- wood Avenues resulting in his arrest for posses- sion of narcotics. 8:45 a.m.
• Vandalism reported in the 1300 block of “K” Street. 4:30 p.m.
• At 7:52 p.m., an offi- cer contacted a subject in the 600 block of 11th Street whom he knew had a warrant. As the officer approached the subject he drew what appeared to be a firearm from his waistband and held it at his side. The officer drew his weapon and order the subject to
the area of Avenue 408 and Road 150 in Orosi. Deputies on the scene noticed the man had ad- ditional injuries, and an autopsy confirmed the victim had a single gun- shot wound to the head.
As the murder in- vestigation proceeded, a multi-agency robbery task force investigat- ing numerous robber- ies in Tulare and Fresno counties identified gang members involved in a string of seven robberies throughout the region. It was during that investiga- tion that detectives found DNA evidence linking some of the suspects to the Oct. 23 killing.

A sub- sequent search ensued and officers were able to locate the subject who during a struggle dis- played a knife. Officers were able to disarm the subject who was eventu- ally taken into custody. The suspect was identi- fied as 26-year-old Angel Gonzalez.

Detectives learned the suspects lured the victim into a vehicle and drove him to the location where he was robbed, shot and ran over by the sus- pects. All three suspects will face new charges of homicide, robbery and gang Enhancement. The 16-year-old suspect is be- lieved to be the shooter during the murder.
Currently, homicide detectives are working with the Guatemalan Consulate to find the victim's family prior to releasing his name.

Moreno is wanted on a number of charg- es. Police said he was wanted in Kingsburg for an unrelated case where a Kingsburg police officer was in- jured. He also has sev- eral pending cases in- volving assault weap- on charges, carjacking and robbery.
In this latest in- cident, Moreno was booked into the Fres- no County Jail on mul- tiple felony charges and one misdemeanor charge. He remained in custody as of Dec. 7, and had a cumulative bail of $347,000.
