PUBLIC NOTICE IS HEREBY GIVEN that at 6:30 p.m., or as soon thereafter as the matter may be heard, on June 25, 2019 at 405 East El Monte Way, Dinuba, California, the City Council of the City of Dinuba (the “City Council”) will conduct a public hearing (the “Public Hearing”) at which the City Council will hear and consider information concerning the issuance, by the California Enterprise Development Authority (the “Authority”) from time to time, pursuant to a plan of nance, of one or more series of its tax-exempt bonds, notes, or other evidence of indebtedness for the bene t of United Health Centers of the San Joaquin Valley, a nonpro t public bene t corporation, duly organized and existing under the laws of the State of California (the “State”), and/or a related entity (the “Borrower”) in an aggregate principal amount not to exceed Eight Million Dol- lars($8,000,000.00) (the “Bonds”). The proceeds of the Bonds are expected to be loaned to the Borrower pursuant to one or more loan agreements (collectively, the “Loan Agreement”). The proceeds of the Bonds will be applied by the Borrower to (a) nance or re nance the cost of acquiring, constructing, installing, equipping and furnish- ing an approximately 16,562 square feet health care clinic located at 300 Westgate Way, Dinuba, California 93618 (the “Facility”), and (b) pay certain costs of issuance in connection with such nancing or re nancing. The Facility will be owned and used by the Borrower in connection with the Borrower’s mission to provide comprehen- sive medical, dental and community health services to the medically underserved in the central San Joaquin Valley. The Borrower is li- censed by the State of California as a community health center and designated as a Federally Quali ed Health Center.
The Bonds will not be deemed to constitute a debt or liabil- ity of the City, the State or any political subdivision thereof, but will be payable solely from the funds provided therefor by the Borrower. The Authority will not be obligated to pay the principal of the Bonds, or the redemption premium, if any, or interest thereon, except from funds provided from loan repayments by the Borrower.
Neither the faith and credit nor taxing power of the City, the State or any political subdivision thereof, will be pledged to the payment of the principal or redemption premium, if any, or interest on the Bonds. The issuance of the Bonds will not directly, indirectly or contingently obli- gate the City, the State or any political subdivision thereof to levy or to pledge any form of taxation or to make any appropriation for their payment. The City is conducting the public hearing as an accom- modation to the Borrower to facilitate the nancing of the Facility and the payment of the costs of issuing the Bonds. The City will not be the issuer of the Bonds and takes no responsibility for the nancing of cost of the development, construction, installation, equipping and furnishing of the Facility.
The Public Hearing is intended to comply with the public approval requirements of Section 147(f) of the Code. Those wish- ing to comment on the proposed nature and location of the Facility and the nancing or re nancing of the Facility with the proceeds of the Obligations may either appear in person at the time and place indicated above. Written comments can be presented at the June 25, 2019 public hearing or may be submitted to the City Clerk prior to the public hearing.
