Sanger purchasing ordinance fails due to lack of votes

A new city of Sanger ordinance that would have given city staff more flexibility when it comes to purchasing did not pass at the Nov. 21 meeting for lack of enough votes.
The new proposed ordinance was an item of contention when first introduced at the Nov. 7 city council meeting. Councilmember Eli Onti- veros was concerned the new ordinance would not provide transparency and called the amend- ment to current city pol- icy ‘lazy’.
He abstained from
voting in the first read- ing that day, but the or- dinance moved forward (byavoteof3-0)toa second reading on Nov. 21. Mayor Frank Gon- zalez was absent at the Nov. 7 meeting.
Gonzalez and council- member Humberto Gon- zalez were both absent at the Nov. 21 meeting. And though the council was able to hold their meeting with a quorum of three council mem- bers, by state law, an ordinance requires that there be at least three votes in favor.
With Ontiveros ab- staining once again on the vote, the council was one vote shy of approv-
ing the new ordinance. Sanger City Manager advised the council that the ordinance will likely come back for them to reconsider when they have all members pres-
ent.
“Even though we
have the majority vote, the requirement is, be- cause the council is made up of five mem- bers, there has to be three votes,” said Chapa. “I just want to be trans- parent in telling you that I’m probably going to ask to bring it back again. But there is a pro- cess to do that.”
And in an unorthodox move, Ontiveros made a request towards the end of the Nov. 21 meeting to request that the council back him in voting to ap- point Sanger Police Cap- tain Kent Matsuzaki as the interim Police Chief after Chief Silver Rodri- guez retires.

and the council that they can add an agenda item to make recommenda- tions for the position, but that ultimately that responsibility falls on the city manager.
City attorney Hilda Cantu Montoy affirmed the lines of responsi- bility when she said, “There’s a division of roles. The city council does have the authority to hire and fire the city manager, or the city at- torney, but all other em- ployees are under the city manager.”
And the Sanger Ani- mal Shelter scored a sigh of relief after they approached the council during the public fo- rum portion to address what they believed was a change in policy that would have resulted in the euthanasia of some long-term dogs at the kennel.
However, after dis- cussing the matter with Chief Rodriguez during a break, it was discov- ered that there was no such change in policy and that a recent change in the city’s animal control unit may have caused a misunderstand- ing at the shelter.
Before the Sanger Animal Shelter, which is run largely by volun- teers, took over as the site for the city’s strays, the city had a 90 percent euthanasia rate. Today, with the shelter’s ef- forts, that number has gone down to less than 1 percent.
