homicide south of Reedley

Lorraine Brandt
Lorraine Brandt of Reedley died July 22. She was 90.
Ms. Brandt worked as an operator and in admin- istrative roles for a tele- phone company.
Visitation will be Thursday, July 30 at the new Dopkins Reedley Fu- neral Chapel, 2200 S. Reed Ave. in Reedley.
Manuel Cerna
Manuel Cerna of Dinu- ba died July 20 in Visalia. He was 34.
Mr. Cerna worked as a forklift driver.
He is survived by his parents, seven brothers and two sisters.
A graveside service will be at 10 a.m. Tuesday, Aug. 4, at Smith Mountain Cemetery in Dinuba.

Frank Giarad Diehl
Frank Giarad Diehl of Reedley died July 12. He was 78.
Mr. Diehl worked as an X-ray technician.
He is survived by his wife Sharon, two sons, one daughter, five grand- children and two great- grandchildren.
Services were held July 27 at Smith Mountain Cemetery in Dinuba.
Dopkins Funeral Chapel handled the arrangements.

Patricio Carlos Jose of
Orosi died July 8. He was
83. Mr. Jose worked as a farm laborer.
He is survived by two sons, two daughters and four grandchildren.
Services were held July 20, and burial was at Smith Mountain Cemetery in Dinuba.

Pedro Reynoso Luna
Pedro Reynoso Luna
of Cutler died July 22. He was 78.
Mr. Luna worked as a farm laborer.
He is survived by his wife Consuelo, four daughters, four sons, 31 grandchildren and 17 great-grandchildren.
A private viewing and rosary is scheduled. A mass will be held at 10 a.m. Friday, Aug. 7, at St. Mary's Catholic Church in Cutler, followed by a graveside service at Smith Mountain Cemetery in Di- nuba.

Felipe R. Ortega
Felipe R. Ortega of Cutler died July 15 at his home. He was 85.
Mr. Ortega worked as a farmer.
He is survived by four sons, two daughters, 10 grandchildren and six great-grandchildren.
Services were held July 23, and burial was at Smith Mountain Cemetery
in Dinuba.

Carl Lee Price
Carl Lee Price of Di- nuba died July 18. He was 71.
Mr. Price worked as an electrician.
He is survived by his wife Linda, three daugh- ters and six grandchil- dren.
Services were held July 29 and a graveside service will be at 9 a.m. Thursday, July 30, at Smith Mountain Cemetery in Dinuba.

Richard Quintana
Richard Quintana of Dinuba died on July 20. He was 89.
Mr. Quintana worked as a forklift driver.
Surviving family mem- bers his spouse, Adela S. Quintana, two sons, three brothers, three sisters and many grandchildren and great-grandchildren.

Pedro Gamez Quintero of Parlier died July 12 in Parlier. He was 65.
Mr. Quintero worked as a farm laborer.

Tulare County Sheriff's Office de- tectives arrested a Kingsburg man in Reedley the morning after a late- night fatal shooting of a man in rural Tulare County south of Reedley on July 23.
Gerardo Ortega Mendoza, 34, was booked into the county's Adult Pre- Trial Facility on charges of murder, use of a firearm during a felony and possession of an assault weapon in the killing of an unidentified 47-year- old man.
Deputies found the victim shot multiple times in the 4100 block of Avenue 400, just east of Kings River Union Elementary School. shortly af- ter 10 p.m. on June 23. He was pro- nounced dead at the scene.
During their investigation, TCSO detectives contacted several neigh- bors and witnesses in the area about the shooting. They identified Men- doza as a person of interest. He lived on the same property as the victim.
The following morning at about 8:45 a.m., detectives tracked Mendoza to the area of South and Frankwood avenues in north Reedley. They ar- rested him without incident.

an assault rifle, which they believe was used in the shooting.
As of July 28, Mendoza remained in custody without bail at the Adult Pre-Trial Facility.
Tulare County makes $5,000 grants available for small businesses

Tulare County launched $7.5 million in grant funding to pro- vide support to small business in the form of grants up to $5,000.
The grants are for reimbursement eligible
COVID-19 operating expenses and to cover future expenses re- lated to implementing COVID-19 health and safety measure within the business.
The Workforce In- vestment Board of Tu- lare County (WIB) has
been tapped to admin- ister the Tulare County Small Business Grant Program. County offi- cials estimate that up to 300 businesses per dis- trict could benefit from the funding as the $7.5 million is being distrib- uted evenly between county supervisorial districts.
“The Tulare County Small Grants opportu- nity will fill the gap of challenge and change during this time,” said supervisor Eddie Vale- ro, who represents the Dinuba and Cutler-Orosi communities. “These re- sources will go directly to our small business

Kathleen Loeffler "Kathy"
May 11, 1929 - July 9, 2020
Kathleen Loe er, age 91, of Reedley, passed away on July 9, 2020 at Sierra View Homes. She was preceded in death by her husband, Fred, her son Mick Loe er, brother Jim Glantz
and grandson Kurt Loe er. She is survived by her daughters: Linda and her husband Ken; Dianne and her husband Leroy; her son, Sam Loe er; brother, Jerry Glantz and sister-in-law, Ruth Glantz.
Kathleen leaves seven grandchildren; eight great-grandchildren; many loved nieces and nephews.
Kathleen was born and raised in Hastings, Nebraska. She met Fred in college and they married in 1949.  ey had two daugh- ters born in Arizona, while Fred did his medical internship in Phoenix. In 1955, they moved to Reedley, Ca. and later two sons were born to complete their family.
Fred began his medical practice in Reedley with his brother Dr. Walter Loe er. Dr. Francis Fessler later joined the practice.
Kathleen had a strong faith in God and shared her faith with others. She was an active member in Christ Lutheran Church and had many close and dear friends in her church family.
Kathleen and Fred loved spending their leisure time at Pine Flat Lake, waterskiing or in the mountains snow skiing. One of their favorite things was family ski outings with the kids and later the grandkids.
Kathleen enjoyed sewing,  ower arranging, and in her later years, calligraphy.
Kathleen was a devoted wife and caregiver to Fred during his later years. She was also a devoted mother, grandmother, great- grandmother, sister, and friend. We will miss her great smile and positive attitude.
 e Loe er family would like to thank the caring sta  at Sierra View; Dr. Marshall Sorensen; and Dr. Rokshana Zaheen, for the care provided to Kathleen over the years.
A private burial service was held July 16 at Reedley Cem- etery. A memorial Service will be held a future date to be announced.
