PROJECT LOCATION: The site is a 0.22 acre parcel (APN 315-101-53) located on the north side of 7th Street between Brehler Avenue and Post Avenue within the City limits of Sanger.
PROJECT DESCRIPTION:
This application requests authorization to re-zone Accessor’s Parcel Number 315-101-53 from its existing zoning designation of Professional Office (C-P) to Single-Family Residential (R-1-6). The approximately 0.22-acre site was designated as Medium- Density Residential by the Sanger 2035 General Plan and corresponding Program Environmental Impact Report. The proposed re-zone is being initiated so that the zoning designation matches the existing land use designation of Residential. The site is located on the north side of 7th Street between Brehler Avenue and Post Avenue currently vacant and is surrounded by resi- dential and commercial uses. See the figure below.

The City of Sanger has conducted an environmental analysis of the above-described project and it has been determined to be a project that is consistent with the 2035 General Plan and Environmental Impact Report (EIR) (SCH #2018031047) certified
by the City for the General Plan. Therefore, the City of Sanger Development Services Department proposes the City of Sanger adopt a Finding of Consistency for this project.
The City previously prepared and certified an Environmental Impact Report (EIR) for the 2035 General Plan, which was adopted in June 2020, and which analyzed the impacts of development anticipated with various land use designation changes throughout the City. At that time, the subject parcel (APN 315-101-53) was designated by the 2035 General Plan as Medium- Density Residential. The proposed re-zone of the site from Professional Office (C-P) to Single-Family Residential (R-1-6) is being initiated so that the zoning designation matches the existing land use designation of Residential. The 2035 General Plan and its EIR specifically contemplated the re-zoning of properties whose land use designations were changed under the 2035 General Plan would be subject to streamlining under CEQA based on consistency with those documents (see page 2-28 of the 2035 General Plan EIR for the list of subsequent projects that were anticipated under the EIR). The impacts associated with this re-zone were previously analyzed in the 2035 General Plan EIR. After conducting a review and assessment, the Develop- ment Services Department of the City of Sanger finds the proposed project is consistent with the adopted 2035 General Plan and its EIR.
After conducting a review and environmental assessment, the Development Services Department also finds that no substantial new evidence in the record that this project may have additional significant impacts that were not analyzed as significant ad- verse effects in the EIR prepared for the 2035 General Plan. There are no effects that are peculiar to the project. Additionally, there is no substantial new evidence of potentially significant off-site impacts and cumulative impacts that were not discussed in the EIR prepared for the 2035 General Plan, and no potentially significant adverse effects peculiar to the project. Finally, there are no previously identified significant effects, which as a result of substantial new information which was not known at the time the EIR was certified, determined to have a more severe adverse impact than discussed in the EIR for the 2035 General Plan. Therefore, pursuant to Public Resources Code Section 21083.3 and CEQA Guidelines Section 15183, the City, as the lead agency, intends to find that the change in zoning designation for APN 315-101-53 from Professional Office (C-P) to Single- Family Residential (R-1-6) is consistent with the 2035 General Plan and the EIR certified for the 2035 General Plan, and that no additional environmental review is required by CEQA.
