of Water Resources updated forecast estimated the “most probable” Kings River runoff during the peak April- through-July snowmelt period is ex- pected to total only 330,000 acre-feet, 27 percent of average. That figure assumes that normal precipitation (usually very little at this time of year) were to occur through July.
The 330,000 acre-feet figure would be 100,000 acre-feet higher than the lowest-ever April-July period on record, which occurred in 2015. Accoding to the KRWA, just one week ago the state’s
April-July forecast for the Kings Riv- er stood at 350,000 acre-feet, 29 percent of average.
The federal California-Nevada River Forecast Center predicts a higher Kings River April-July runoff total — 349,000 acre-feet, or 28 percent of average.
The bleak water outlook spurred ac- tion from Gov. Gavin Newsom, who on May 10 announced that the state is ex- panding the drought emergency to 41 total counties, including all Central Val- ley counties.
The emergency declaration directs state agencies to take action to increase drought resilience, which includes low- ering reservoir releases to conserve wa- ter. There are no mandatory conserva- tion directives in the order.
COVID-19 update
As of the most recent update on Tuesday, May 11, there had been 101,755 confirmed cases (2 percent positive rate of coronavirus disease 2019 (COVID-19) out of 1,215,804 tests in Fresno County, with 1,682 deaths and 91 hospitalizations.
Among Mid Valley Times cities in the county through May 11 (Fresno County's new dashboard surveillance is providing more pinpoint updates for regions rather than cities), the Sanger region continued with the most total overall positive cases with 6,102 (4,500 in the city proper) and 63 deaths with no recent updates from the FCDPH website. Through the May 11 update, Reedley (including immediate surrounding rural areas) still showed 4,454 cases (3,500 in the city proper) and 72 deaths; Parlier was at 2,970 (2,500 in city) cases with 37 deaths and Orange Cove had 1,500 (2,820 regional)

The Central Val- ley region also has nearly turned orange as a whole. On May 11, Madera County offi- cials announced that the county has met the two- week goal of reduced numbers to move up to the moderate tier. Enter- ing this week, only Mer- ced County remains in the red substantial tier.

For the entire 2020-21 water year that will conclude Sept. 30, the federal forecast is that Kings River runoff es- timate will be just 462,000 acre-feet, 27 percent of average. The state’s updated Kings River water year forecast is for 446,000 acre-feet, 26 percent of average.
“The final survey of 22 Kings River watershed snow survey courses on May 1 found snowpack water content averag- ing only 16 per center of that date’s nor- mal,” Meadows said in the news release. “The only significant remaining snow- pack was found at the higher elevations, and it was well below average. Many courses had no snow to measure at all.”

In Tulare County, there were 49,613 total confirmed cases (268 active, up seven for the week) of COVID- 19 with 839 deaths and 14 hospitalized as of Tuesday, May 11. Breakdowns by cities/ regions through May 11 show 4,240 cases (14 in the past three weeks) in Dinuba, 1,476 in Orosi, 753 in Cutler, 272 in Traver, 62 in the rural area south of Reedley and 23 in the rural area southeast of Orange Cove.
