NOTICE IS HEREBY GIVEN that the Sanger City Council will hold a public hearing on Thursday, June 18, 2020, at 6:00 p.m. in the Sanger City Hall Council Chamber located at 1700 7th Street, Sanger, Cali-
fornia, to hear the following item:
Appeal of Planning Commission Approval of Conditional Use Permit No. 2020-01, a Request by Anthony Espitia/Phat Al’s Sports Bar for a Minor Revision to a Previously approved Con- ditional Use Permit to allow the replacement of a California De- partment of Alcoholic Beverage Control, License Type 42 – On Sale Beer & Wine – Public Premises, with a License Type 48 – On Sale General – Public Premises, which would allow for the sale of beer, wine, and distilled spirits at Phat Al’s, 1316 7th Street, Sanger, CA, 93657, APN 317–104–17.
The purpose of the public hearing will be to consider an appeal of the City of Sanger Planning Commission’s approval of a Conditional Use Permit (CUP 2020-01) to allow the replacement of a California Department of Alcoholic Beverage Control, License Type 42 – On Sale Beer & Wine – Public Premises, with a License Type 48 – On Sale General – Public Premises, which would allow for the sale of beer, wine, and distilled spirits at Phat Al’s, 1316 7th Street, Sanger, CA, 93657, APN 317–104–17.
This meeting will be conducted pursuant to the provisions of Paragraph 11 of the Governor’s Executive Order N-25-20 which suspends certain requirements of the Ralph M. Brown Act, and as a response to mitigating the spread of COVID-19, the meeting will not be open to the public. NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Sanger, California will hold a public hearing at a regularly scheduled meeting to be held at 6:00 p.m., Thursday, June 18, 2020 at the City Hall Council Chambers, 1700 7th Street Sanger, California, to consider the
following: 1. Adoption by the City Council regarding the proposed City of Sanger 2035 General Plan Update.
2. Adoption by the City Council regarding the proposed City of Sanger North Academy Corridor Master Plan.
3. Adoption by the City Council regarding the certi cation of a Draft Environmental Impact Report (Draft EIR) (SCH#2018031047) in accordance with the California Environmental Quality Act (CEQA) for the proposed City of Sanger 2035 General Plan Update and the City of Sanger North Academy Corridor Master Plan (Project).
Project Location: Sanger is located in Fresno County in the eastern portion of the San Joaquin Valley. It is located south of State Route 180, an east-west highway that crosses the County and connects Mendota on
the west to Sequoia/Kings Canyon National Parks on the east. The City is
approximately 13 miles east of Fresno, the county seat of Fresno County.
Other nearby cities include Fowler, Parlier, and Reedley. The unincorpo- rated community of Del Rey is located 2 1⁄2 miles southwest of Sanger. Project Description: The full Project description is included in the Draft EIR and is summarized herein. California Government Code Section 65300 et seq. requires every city and county in the State to prepare and maintain a general plan for the long-term growth, development, and man- agement of the land within the jurisdiction’s planning boundaries. The “Project” under CEQA is the adoption of the City of Sanger 2035 General Plan Update and North Academy Corridor Master Plan; and implementa- tion of the Goals, Objectives and Action Plans set forth therein (including any future annexations or other regulatory procedures required for imple- mentation).
The 2035 General Plan update is a long-term, comprehensive planning
document that details how the City will physically develop within the planning area boundaries. (See diagram, above.) The General Plan Update includes the following: Land Use Element, Circulation Element, Open Space & Conservation Element, Housing Element, Safety Ele- ment, Noise Element and Environmental Justice Element. Among others, the General Plan Update proposes the establishment of phased growth boundaries for Sanger. These boundaries are intended to
reduce sprawl and leapfrog development by directing growth to oc-
cur in a compact and contiguous fashion.
The Project also includes the North Academy Corridor Master
Plan, which further implements the 2035 General Plan update. The
Master Plan area is approximately 367 acres within the City’s exist-
ing sphere of in uence, and is generally centered along Academy
Avenue, from the northern city limits to State Highway 180. (See
diagram.) The Master Plan sets standards to guide urban develop-
ment, and provides additional commercial and mixed use develop-
ment opportunities for the City which would also result in sales tax
and job generation.
This meeting will be conducted pursuant to the provisions

NOTICE TO CONTRACTORS
Notice is hereby given that Kings Canyon Uni ed School District (herein- after referred to as “Owner”) has issued a Requests for Quali cations and Sealed Fee Proposals and for Lease-Leaseback Construction Services (“RFP”) for the Reedley High School.
Owner will receive sealed proposals in response to the RFP no later than June 12, 2020, at 2:00 p.m. on the clock designated by the Owner or its representative as the governing clock, at:

Copies of the RFP may be obtained from the Owner’s website (https:// www.kcusd.com/) or by contacting Monica Sanchez at (559) 305-7037. The award of an agreement for Lease-Leaseback Construction Services will be determined on a best value basis as detailed in the RFP.
A mandatory project meeting will be held on June 3, 2020, at 1:00 p.m. The meeting will take place at Reedley High School, 740 W. North Ave., Reedley, California. Contractors who do not attend the site walk will be disquali ed.
This Project is subject to prequali cation. A proposal submitted by a con- tractor that is not currently prequali ed by the District will not be accepted and will not be considered. A list of prequali ed contractors has been posted on the District’s website.
Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor shall not be quali ed to submit a proposal or to be listed in a proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and quali ed under Labor Code section 1725.5 to perform public work as de ned by Division 2, Part 7, Chapter 1 (§§1720 et seq.)
of the Labor Code. A contractor or subcontractor shall not be quali ed to enter into, or engage in the performance of, any contract of public work (as de ned by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code) unless currently registered and quali ed under Labor Code section 1725.5 to perform public work.
Pursuant to the Contract Documents, the successful contractor will be required to furnish Payment and Performance Bonds in the amounts of one hundred percent (100%) of the Total Sublease Amount, said bonds to be secured from Admitted Surety insurers (an insurance organization au- thorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year). Owner reserves the right to approve or reject the surety insurers selected by the successful contractor and to require the successful contractor to obtain bonds from surety insurers satisfactory to the Owner. The contractor will be required to furnish insurance as set forth in the Contract Documents.
The Owner will not consider or accept any proposals from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the contrac- tor shall have a Class “B” license and shall maintain that license in good standing through project completion and all applicable warranty periods.
The Director of Industrial Relations of the State of California, in the man- ner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contrac- tor must pay for any labor therein described or classi ed in an amount not less than the rates speci ed. Copies of the required rates are on le at the Owner’s business of ce and are available to any interested party on request.
