I n recent years, the foreign policy and diplomacy of States have
encountered new challenges and risks. It is not yet possible to
fully cope with them. Stability is an overriding interest that unites
the vast majority of the world's States. Governments, parliaments, responsible
political parties, and various public circles, including business, are in agreement
about the task of ensuring stability, both external and internal.
“An Agenda for Peace” presented at the UN by Boutros-Ghali accords with
the new spirit of the emerging post-confrontation period and meets the needs
of modern diplomacy on a regional and global scale. The alignment of the
Agenda for Peace with the practice of daily diplomatic work would open up
additional prospects for the implementation of this document, the Helsinki
Final Act, and subsequent agreements within the framework of the pan-
European process.
