The document was an obvious falsification. A review of AMT records discloses that Duncan
initially was certified as an RMA on January 7, 2016 (under the name Randi R. Owen, ID # 02762689),
with an expiration date of February 1, 2019. She never renewed her annual AMT dues and you did not
comply with AMT’s Certification Continuation Program (CCP), which was required to extend her active
certification beyond 2/1/2019.
Duncan was directed to immediately cease and desist from continuing to represent herself as
certified by AMT or otherwise make any use of the forged document. She was instructed to reply to the
email and confirm that (1) she destroyed all copies of the forged documentation and (2) she would not
hold herself out as a certified RMA(AMT) or any other allied health discipline for which AMT offers
certification.
She was informed that she is not eligible for certification or re-certification by AMT in any
discipline that it certifies. Her disqualification extends for a minimum period of two (2) years from
November 12, 2019. Duncan replied immediately to the email stating that she destroyed all documents
and will no longer be working as an RMA.
7. Ms. Samantha Muse

Muse attempted to obtain employment as a medical assistant through Supplemental Health Care
staffing agency using a falsified document purportedly issued by AMT, indicating that she was currently
certified as a “CMA” with a certification expiration date of 06/15/2020.
A review of AMT records discloses that Muse had never taken or passed a certification
examination administered by AMT. The AMT ID number on the card she presented to Supplemental
Health Care does not match any ID number ever used by AMT; it has too many digits. The certification
effective dates listed on the document (06/15/2018 – 06/15/2020) also do not match the three-year
certification cycle used by AMT.
A cease and desist letter was sent on December 26, 2019.

It was brought to AMT’s attention that a phlebotomy training program, Virtual Preventive Care
Services (VPCS), had been issuing certificates “on behalf of the American Medical Technologist” to
individuals upon completion of a phlebotomy training course offered by VPCS Training Institute, a.k.a.
VPCS Technical Institute.
VPCS has never been authorized by AMT to issue certificates in the name of “American Medical
Technologist[s]” or to use AMT’s name for any other purpose. At one time AMT determined that
graduates of VPCS’s training program were eligible to challenge the RPT(AMT) certification examination
(a decision that has since been rescinded). However, only upon AMT’s acceptance of a candidate’s
application and the candidate’s successful performance on AMT’s RPT exam is an individual entitled to
