Identification
Planning
         Purpose
The proposal phase builds the project foundation. It is often triggered when a need is identified to resolve a problem or improve a process.
The proposal phase defines what the project will attempt to achieve based on business justification.
The identification phase begins the process of determining how the project will be executed, using the content in the proposal as its foundation.
The planning phase provides further details of how the project will be conducted.
        Key Activities
• Initial assessment of project size
• Initial assessment of governance structure
Project lead, in consultation with key stakeholders, outlines the intended approach to project governance, work execution, and resource and risk management
• Confirmation of project size and governance structure
• Formation of governance groups
The major activity in this phase is the addition of a project plan, resource assessment and budget information to the project documentation.
