     Pre-Project: Proposal Purpose
The proposal phase is the ideation phase of the project. Its purpose is to document the opportunity or problem faced by the business, outline the future state and describe how the project supports the achievement of business goals. Initial estimates for the following aspects of the project should be made:
• Project size (the category into which it falls, and where will it be governed - site or ePMO?)
• Duration
• Resources both people and financial

1. A problem or an opportunity is identified.
2. Local site OBX processes should be followed and if in doubt discuss with you local OBX team.
3. If evaluated that the project could have potential global impact or require a budget of more than $500.000 and is of key strategical importance, then this project may fall in the remit of the ePMO.
