Thanks for your email.

I have this morning heard from Emmie at Interbay who has stated the following:

I can confirm that the second charge request has been reviewed by management and has been declined.

As the customer currently has arrears on the account, we would require the arrears to be cleared or alternatively
arrange an undertaking from a Solicitor that they will repay the arrears from the 2nd loan in order for the request to be
considered further.

So it looks like the issue is now not the works but the arrears
