 GOVERNOR’S ISLAND - THE HILLS PROJECT, NY
A military base transformed into a scenic landmark, the design of The Hills integrates a combination of recycled building debris, clean fill, lightweight fill, and mechanically stabilized earth to create the tall land features and reduce ground loading. Geotechnical peer review of design was needed for a series of earth hills to be constructed on filled portions of Governors Island.
Geotechnical Solutions Unearthed:
Recommended an enhanced characterization of the subsurface conditions which included over 100 feet of stratified soils including fill, organic deposits, sands and glacial lake clays.
Proposed an advanced program of direct simple shear testing consistent with the SHANSEP approach to developing soil strengths of the clay for slope stability analysis.
Suggested modeling of the conditions and solutions with finite element analysis to enhance understanding of the soil-structure interaction and strain compatibility of natural and man-made materials in the embankments and the subsurface.

As with any structure constructed over 100 years ago, restorations are required. The brick and concrete blocks, typically referred to as “arch blocks” are very strong and capable to resist typical loading conditions, however, some retrofitting was needed to enhance their seismic capacity. Various techniques were used to strengthen the arch blocks, including in-filling portions of the arch blocks with concrete, improving the soil by jet grouting, and installing micropiles in selected areas.
Geotechnical Solutions Unearthed:
Developed soil profiles and parameters based on existing subsurface information and reviewed existing drawings to estimate foundation sizes.
Created a complex 2D model to develop longitudinal and transverse stiffness values for lateral, vertical, and rotational movements. Estimated bearing capacities for the improved arch block foundations.
Performed analyses for both “untreated” and “treated” soils, to show the effect of the strength increase on the stiffness values.

     Formerly a group of officer’s houses at one of the premier shipbuilding facilities, redevelopment of the site included construction of four new structures and the structural restoration of one of the historic houses into a community facility.
Geotechnical Solutions Unearthed:
Developed and supervised an extensive subsurface investigation that included 41 borings, 50 cone penetration tests (CPTs), and 8 groundwater monitoring wells.
Investigations and settlement analyses for the renovation of the officer’s house and designed helical piles to support an elevator installed inside the building.
Developed and oversaw an extensive test pile program that included dynamic pile testing with a PDA, six static compression load tests, and eight static lateral load tests.
Recommended various driven pile options for the new building foundations due to a soft, organic soil layer up to 20’ thick.
