Dr. Christopher E. Bailey is an attorney licensed to practice law in California and the
District of Columbia. He is a member of the American Society of International Law, the National Security
section of the American Bar Association, and the Bar of the Supreme Court of the United States. He is a
graduate of the National Defense Intelligence College and U.S. Army War College. He has a JD degree from
the McGeorge School of Law (Sacramento), and an LLM degree in National Security & U.S. Foreign Relations
Law as well as an SJD in International and Comparative Law (the academic doctorate in law) from the George
Washington University School of Law. He is widely published in law and intelligence journals; he is a staff
editor for the Journal of Law & Cyber Warfare and the American Intelligence Journal. Dr. Bailey is a full-time
graduate faculty member at the National Intelligence University in Bethesda, MD. His research interests
included national security law, international law, and intelligence practice.
