Dolgov: to accomplish previously set tasks, it is

necessary to make changes to national projects

Konstantin Dolgov, deputy chairman of the Federation Council Konstantin Dolgov, deputy chairman
Committee on Economic Policy, informed that in the context of of the Federation Council Committee
the draft national economic recovery plan, the ministries and on Economic Policy
departments prepared proposals for amending national projects
and adjusting targets. This was reported by the press service
of the chamber.
Konstantin Dolgov noted that the extraordinary
situation - the coronavirus pandemic - had a significant
impact on the implementation of national projects.
According to him, one of the directions of economic
recovery is the development of exports. The national project
"International Cooperation and Export" was aimed at
increasing the volume of non-primary non-energy
exports (NNE). Dolgov pointed out that in the first
quarter of 2020, only about 2 % of the project budget
was mastered due to the redistribution of funds and
their allocation to urgent social services. Therefore,
now the adjustment of national projects is required.
Also during "On the implementation of
the National Project" International Cooperation
and Export" videoconference, he said that
in the first quarter of this year, sales abroad
fell by 2 % while reducing the total volume of
Russian exports by 15 %. At the same time, exports of agricultural products grew by 19 %.
The volume of exports of industrial products decreased by six %, with a significant increase in
exports of pharmaceuticals, perfumes, cosmetics, light industry products, as well as metallurgy
and precious metals.
In engineering, the largest decline in exports was recorded, mainly due to defense industry
products. The main partners in the NNE of Russia are China, Kazakhstan and Belarus, in all,
these countries account for a quarter of the volume of foreign sales. "Thus, thanks to measures
taken by the Government of the Russian Federation and the regions to support exporters, it
was possible to maintain the export potential of a number of industries and export-oriented
industries," Konstantin Dolgov emphasized.
The Deputy Chairman of the Committee, the Economic Policy Committee, informed that in
the context of the draft national economic recovery plan, the ministries and departments prepared
proposals for adjusting the key parameters of the national project, which will help ensure that
such exports grow at least five percent year on year. According to him, the proposed measures
are focused on the implementation of measures in the field of currency regulation and currency
control, customs, customs and tariff and tax regulation, export control. "Additional measures
of the plan are aimed at reducing the time and financial costs of exporters, at digitalizing
government procedures related to exports," he said.
Konstantin Dolgov indicated that the regions were actively involved in the work and made
suggestions. He also noted that following the discussion, recommendations would be prepared
taking into account the initiatives expressed.
The Parliamentary Newspaper reported earlier that Russian President Vladimir Putin has
instructed to allocate from the federal budget up to one billion rubles in 2020 for the national
project International Cooperation and Export.
