                   OPERATIONAL DEFINITION



                   Total  number  of  policy  papers  presented  to  technical/steering  committee  that  have  been
                   accepted by the stakeholders, from either government agencies or the private sector (other than
                   the institution that is being assessed) as at year of evaluation.

                   Policy papers should be those that contribute to the development/improvement/policy
                   reversal/fatwa/acts, etc.

                   Note: If the policy owners have listed the name of the contributors in the policy paper, then no
                   other evidence is required. Otherwise, one of the following needs to be furnished: 1) policy paper,
                   blueprint, master plan, research paper, etc.; 2) correspondence which states acknowledgment,
     114           working paper which has become a reference for policy papers carrying university affiliation; 3)
                   application of the research findings; and 4) appointment letter of the staff as the study’s project
                   leader/member.

                   MONITORING MECHANISM
                     •  Fund allocation to Schools to be based on publication performance
                     •  The Schools’ Publication Committee to arrange meetings (four times a year) between the
                        Dean and staff who do not have any publications.
                     •  Deputy  Vice-Chancellor  (Research  &  Innovation),  Research  &  Innovation  Management
                        Centre,  Institute  of  Quality  Management  and  Registrar  to  arrange  meetings  for  staff
                        without publications with the Vice-Chancellor.
