P. 59

  1. Blind or Visually Impaired
ECCS does not have any schools accessing this support. If we had a student who was blind or visually impaired, this would be a necessary service to access.
2. Deaf/Hard of Hearing
ECCS has two students on the DHH/Ed Audiologist caseload. Level of service depends on the age of the child, how long he/she has been in the school (i.e. what is already in place/known/available in files/records), and the impact of the impairment in the educational setting.
3. Assistive Technology For Learning
ECCS has 5 on this caseload. For those needing a low- level of service (considered to be about 2hrs/yr), do we have the capacity within the division to provide this support? May need more expertise for students with more complex needs.
4. CCN and AAC
ECCS has 7 students on this caseload. It is a necessary service for students who are non-verbal or who have limited oral communication or language processing issues. Some students require speech-generating devices or alternative communication systems. This service assists with determining eligibility and makes recommendations.

Potential service options for providing Low Incidence Services in ECCS:
1. Collaborate with current RCSD Education partners and pay to retain team(s) in place in EE and CA RCSDs (insurance policy). Approximate cost based on 2019-2020 usage: $32,000.00
2. Some school division partners may be willing to take the risk of hiring service providers and then allow others to purchase on an as-needed basis. Will require conversations and perhaps written agreement. Cost will depend on what we can work out (i.e. a flat cost to allow access to providers or just an as-needed service).
3. Plan to contract with service providers as independent contractors as services are required/needed. Will require some “management” of contractor arrangements. Projected cost varies: Based on 2019-2020, cost estimated in the range of $34,500 - 50,500.00 - Division or School coordination?
4. Province takes charge - March 25 RCSD update indicates that the provincial LIT will be responsible for “Addressing service gaps in rural, remote and hard to serve areas as they emerge.” We can choose not to make a plan and hope the provincial team will fill the gap if/when we need it.
