Executive Summary
Before getting into the detailed content of OPM3, it might be helpful to give
a brief overview of this Standard by answering some basic questions:
What is Organizational Project Management?
Organizational project management is the systematic management of proj-
ects, programs, and portfolios in alignment with the achievement of
strategic goals. The concept of organizational project management is based
on the idea that there is a correlation between an organization’s capabili-
ties in Project Management, Program Management, and Portfolio Manage-
ment, and its effectiveness in implementing strategy. The degree to which
an organization practices this type of project management is referred to as
its organizational project management maturity.
What is OPM3?
OPM3 is an acronym for the Organizational Project Management Matu-
rity Model—a standard developed under the stewardship of the Project
Management Institute. The purpose of this Standard is to provide a way for
organizations to understand organizational project management and to
measure their maturity against a comprehensive and broad-based set of
organizational project management Best Practices. OPM3 also helps orga-
nizations wishing to increase their organizational project management
maturity to plan for improvement.
