Leadership Changes
Director of Field Operations - Kecia Bivins
Effective December 16th, Kecia Bivins was appointed Director of Field Operations, filling the position vacated
by Cynthia Sneed. Kecia has been with the agency for 10 years. She began her career in 2007 as a Business
Analyst with the Business Standard Unit. In 2009, she was promoted to Regulatory Compliance Program
Administration Manager. In 2012, she was appointed to Director of Regulatory Compliance. During the last
5 years, Kecia has graciously assumed more responsibilities including inheriting the CDL Program, Motorcycle
Safety Program, production of driving manuals and Records Management Unit.
Deputy Director of Field Operations - Pierre Miles
Effective December 16th, Pierre Miles was appointed Deputy Director of Field Operations. This is a new
position that is more descriptive of his new role. Pierre started his career with DDS in July 2012 as a Driver
Examiner at the Macon Customer Service Center. In 2013, he was promoted to the position of Manager at
the Dublin CSC. During his time as Manager he augmented the HR Training Team as a Field
Operations Adjunct Instructor, and later was selected to become permanently assigned to the HR office as a
member of the Training Team for Field Operations. He was then promoted to the position of District
Manager for District 6 in 2014. Within a year, Pierre was promoted to the position of Special Assistant to the
Director of Field Operations. Prior to his employment with DDS, Pierre retired from the United States Air
Force after serving 27 years.
Director of Regulatory Compliance - Mike Mitchell
Effective January 1, 2018, Mike Mitchell was appointed Director of Regulatory Compliance, filling the position
being vacated by Kecia Bivins. Mike joined DDS in 2005. Since then, he has served as judicial liaison,
legislative liaison, manager of Business Standards, Deputy Director and Director of Regulatory Compliance,
and Director of Governmental Affairs and Communications. Prior to DDS, Mike worked for 12 years at the
University of Georgia as a police officer and as an investigator with the legal aid and defender clinic.
Director of Governmental Affairs & Communication - Shevondah Leslie
Shevondah Leslie joined the DDS Executive Team on January 2, 2018 as the Director of Governmental Affairs
& Communications. Shevondah began her career with the State of Georgia in 1998 as a parole officer with
the State Board of Pardons and Paroles. She was later promoted to field operations officer, where she served
as a liaison between the parole board and the field staff. In 2006, she accepted the position of Ombudsman
& Inmate Affairs Manager with the Department of Corrections. She was later named the Staff Director for
Department of Community Supervision’s Misdemeanor Probation Oversight Unit (MPOU).
