Incubation Centers

and Atal Tinkering
Labs

Atal Innovation Mission (AIM) under NITI Aayog, includ-
ing Self-Employment and Talent Utilization (SETU), is the
Government of India’s endeavor to promote a culture of
innovation and entrepreneurship. Its objective is to serve
as a platform for the promotion of world-class Innovation
Hubs, Grand Challenges, Start-up businesses, and oth-
er self-employment activities, particularly in technolo-
gy-driven areas.

QCI conducted an independent assessment of Atal Incu-
bation Centers and Atal Tinkering Labs as a three-part
assessment based on AIM guidelines, performance mea-
surement of an input-output survey of the incubator
managers/supervisors and feedback collected from vari-
ous stakeholders. To finalize the framework and the ques-
tionnaire the team conducted three pilot inspections at
Atal Incubation Centers and five at Atal Tinkering Labs. All
the pilot assessments contributed a lot to the improve-
ment of the questionnaire.

Six assessors were deployed for an on-ground assessment
of Incubation Centers which was completed in 6 weeks.
