Naturally, the governance of these rules including any modifications must be under the presidency of Īśvara. Therefore, Īśvara must be omnipotent.
Also, for Īśvara to own the entire universe including creation, maintenance, and modification, Īśvara has to be present everywhere and all the time. It can easily be seen that such an entity must be unique and singleton. Otherwise, it could not spread everywhere.
Let us consider some references from the world-renowned texts:
Ishavasyopanishad 18: O Agni (Bright Being)! Lead us to blessedness by the good path. O Lord! Thou knowest all our deeds, remove all evil and delusion from us. To Thee we offer our prostrations and supplications again and again.
Bhagavadgita 7.7: There is nothing higher than Me, O Arjuna. This entire universe is strung to Me as a row of gems on a thread.
Bhagavadgita 7.26: O Arjuna, I know all beings in the past, present and those to come in the future. But no one knows Me.
