"Seventeen percent?" Claire's voice came through the speakers. "That's forty million people."
“Mostly vulnerable populations,” Jinji said. “Undocumented immigrants. People with criminal records. People with mental-health issues or medical debt. Anyone hiding something that isn’t harmful, but would still be punished if exposed.”
Vincent leaned back in his chair. "So you've created an underclass. People who can't participate in the economy because they can't afford transparency."
"I'm trying to minimize harm," Henry said. "The alternative is forcing everyone into full disclosure, which would be worse."
"The alternative is admitting your system doesn't work," Vincent said quietly. "That some truths are too costly to reveal. That privacy isn't a luxury—it's a necessity."
"We saved Aimee Quinn's life," Henry said. "We've caught dozens of cases of fraud. We've prevented—"
"And you've created forty million second-class citizens," Vincent interrupted. "People who have to choose between privacy and survival. That's not minimizing harm. That's just choosing who gets harmed."
He reached up and removed his priest's collar, setting it on the table between them.
