From this general description, let us come to
particulars. Every student of history
understands that like causes produce like
effects, and that indications which
foretokened the occurrence of certain events
in one age, will generally reappear when
similar events are about to transpire in any
other age. As in the natural world there must
be the gathering of clouds and the
accumulation of electricity before the storm,
so in the moral and political world there must
be the dissemination of principles, the
formulation of ideas, and the rousing of
