         102: Aggregate Expenditure Limit
Who knew “AEL” would become the latest obsession for Arizona school finance professionals and en-
thusiasts alike? For FY 2022 and the foreseeable future “AEL” is the acronym to live by. The extension
of the 0.6% Education Excise Tax through legislation not voter-approval; the court challenges to the
Prop 208 Education Income Tax Surcharge; and several lingering methodological issues have brought
the school district Aggregate Expenditure Limit front and center. This is one of the key education issues
for the 2022 legislative session and an issue that could have significant ramifications for Arizona school
finance long into the future. As much as the AEL gives us a collective headache – this is not an issue
         that can be ignored.

                 School Oper ations and Maintenance
                 School Operations and Maintenance
There are significant challenges to integrating a new facility or renovation project into a portfolio of
school district buildings. Change and innovation often outpace the systems and resources in place to
operate and maintain these new technologies, and increasingly complex building systems put strain on
         existing operational practices.
This presentation will include methodology to eliminate these gaps and successfully turn new assets
from stressors and liabilities to high-performing, integrated parts of an overall school district portfolio.
Learn how Denver Public Schools, the largest school district in Colorado, underwent capture and trans-
fer of critical knowledge; shifted from reactive to predictive maintenance strategies; and developed the
processes, procedures and tools needed to operate high-performing buildings.
