TRANSFORMING MANAGEMENT OF HEALTH SERVICES
We will establish a National Health Services Authority (NHSA) to provide unified leadership, strategic financing, and management for all public health services, including Primary Health Care (PHC) and Hospital Services. The key objectives of the NHSA are to:
• Oversee hospital operations and transition from private-public partnerships (IHC) to NHSA governance.
• Reduce fragmentation in health service delivery by merging PHC and hospital systems, to achieve greater efficiency through: resource sharing and pooled procurement; standardized salaries and wages across health facilities; seamless data exchange for timely decision- making; improved patient referral systems and continuity of care and greater focus on prevention, supported by NHIP financing for both primary and secondary care.
• Implement a National Health Information System (NHIS), which includes Electronic Health Records with interoperability between PHC and hospitals; a National Disease Surveillance System for tracking communicable diseases, cancer, and maintaining a cancer registry.
• A Digital Health System incorporating telemedicine to enhance access to care while reducing hospital overcrowding.
