HOUSING
The PNP believes that every citizen should have access to adequate, affordable housing in safe fully serviced communities. Access to affordable housing, improving housing quality, and increasing housing supply are top objectives of the PNP’s housing policy.
• The PNP will turbocharge the delivery of affordable and
social housing along with the related infrastructure through
a framework utilizing: Crown Lands Policy; the Crown Lands Ordinance; TCI Mortgage Corporation; Development Agreements and transforming the planning system.
• In the next term, the PNP Administration will set up an independent New Towns Taskforce, as part of a long-term vision to create economically viable communities of at least 1,000 new homes each. The goal is to complete three communities with 3,000 homes over the next five years.
• A housing strategy (The National Housing Strategy) to complement the National Housing Policy is far advanced.
• The Housing Department will transition to the Housing Authority to create autonomy and efficiency.
• Employers will be required to provide adequate housing for their expatriate labour force, while the government will prioritise housing for TC Islanders.
• The employment and training of young TC Islanders will be a condition of any Development Agreement for housing.
• Designate traditional communities as special development zones with specific concessions to encourage renewal and redevelopment and increase funding for home repairs.
