19.     Trinidad and Tobago expressed concern about the late release of the CVQs®, unexplained
               delay in the release of examination results, incorrect results and the unusual change in grades
               one week after the on-line release of results.

               20.     Jamaica expressed concern about the general support received from the CXC and the level
               of communication.

               Appreciation and Recommendations

               21.     A number of countries expressed appreciation for the support given by the CXC and the
               work the organization had undertaken throughout the year.

               22.     The following are recommendations to improve the Council’s operations and strengthen
               its relationship with stakeholders.

                  I.   CXC  should  consider  a  phased  introduction  of  e-testing  and  give  reassurance  that
                       territories can continue paper-based testing until fully ready to participate in e-testing.
                 II.   CXC should host a CPEA® Teachers Refresher Workshop in Montserrat.
                III.   CXC should defer the introduction of the Civic Literacy test for CPEA® in 2018 to facilitate
                       teacher training.
                IV.    CXC  should  factor  into  its  strategic  planning  the  availability  of  local  resources  and
                       appropriate timelines prior to rolling out major initiatives.
                 V.    CXC should engage an independent verifier to assess the e-marking process in light of the
                       concerns raised about the quality of e-marking.
                VI.    CXC should delay the implementation of the CAD only requirement for CSEC® Technical
                       Drawing,
                VII.   CXC should review its timetable and schedule one examination per day when Paper -2
                       (am) examinations are listed.
               VIII.   CXC should make Media Kits available to centres at least two days prior to a sitting.

                IX.    Students’  password  credentials  must  be  double-checked  and  verified  by  CXC  before
                       advising invigilators/candidates of same.

                 X.    There    should    be   dedicated    lines   of    communication      among     CXC/Local
                       Registrar/Invigilators (Technicians).
                XI.    Invigilators must satisfy functional ICT competencies in order to function effectively at e-
                       testing centres.
                XII.   An ICT technical must  be assigned to each centre where candidates attempt e-testing
                       examinations.
               XIII.   Continued dialogue between the Examinations Section/Local Registrar and CXC in order
                       to find solutions to issues encountered.
