XIV. CXC to provide greater evidence that their system can handle traffic when students
attempt to upload their responses simultaneously.
XV. As it relates to the policy for script reviews, CXC should:
a. Issue or re-issue a comprehensive explanation of its system for addressing queries
and the assignment of fees.
b. Implement a tiered payment system to match the levels of reviews offered.
Preferably, no fee should be imposed for a recount as this can be considered an
operational routine of CXC.
c. Implement a mechanism to give access to the MOE to data on applications to query
results so that it can effectively monitor and intervene where necessary.
